Accessibility statement

We build systems for people, institutions and territories. A site that excludes part of the people it addresses fails at its own premise. This statement records what we did, what we measured and what we have not yet done.
1. Conformance status
This website was built to meet the Web Content Accessibility Guidelines (WCAG) 2.1 at level AA, the technical reference used by the European standard EN 301 549 and by Decree-Law 83/2018 for public sector websites. Facing Impulse considers the site to be in conformance at that level, on the basis of the verifications listed in section 3. No independent external audit has been carried out.
Neither Decree-Law 83/2018, which binds the public sector, nor Decree-Law 82/2022, which covers e-commerce services provided to consumers, applies to this website. This statement is therefore voluntary.
2. Measured contrast
Contrast ratios were computed from the relative luminance formula in the WCAG, not estimated by eye. On the brand background #000C0A:

The brand green #007D64 gives 3.90:1 on that background and therefore fails AA for normal-size text. It is used only as a fill for backgrounds and shapes, never for reading text, and the lighter #35C9A4 is used in its place wherever there are words.
3. What was verified
- Every page can be operated with the keyboard alone, and focus is always visible — a 2px outline with offset, never suppressed.
- A skip link is the first focusable element on every page and jumps straight to the main content.
- Headings follow a single descending order with no levels skipped, and landmarks (header, nav, main, footer) are real HTML elements.
- Every image carries an alt attribute; decorative images carry an empty alt and aria-hidden so screen readers skip them.
- Each language has its own address (/ and /en/) with the page language declared, and accessible names in attributes (aria-label, alt) are translated too, so a screen reader in English never reads Portuguese.
- The mobile menu button reports its state with aria-expanded, and the language switch marks the current language with aria-current.
- Text reflows down to 320px wide with no horizontal scrolling, and font sizes scale with the viewport instead of being locked in pixels.
- Entrance animations are disabled entirely when the browser reports prefers-reduced-motion, and content stays visible if JavaScript is off or fails.
- No content flashes, moves on its own or plays automatically.
4. Known limitations
- No audit by an independent third party and no testing with users of assistive technology has taken place. Conformance is asserted on our own verification.
- Content blocks fade in as they enter the viewport. This is suppressed for anyone who asks for reduced motion, and a timer reveals everything after 2.6 seconds in any case, but the effect exists.
